CHATTOGRAM, Jan 13: The state owned Bangladesh Petroleum Corporation (BPC) reinvited international tenders for appointment of Operation and Maintenance (O&M) Services and Marine Services for the BPC Installation "Single Point Mooring (SPM) with Double Pipeline System, Bangladesh."
According to tender schedule, the last date for submission of tender is February 17 at 12 noon while the opening is 12:15 pm on the same date. As per schedule, the minimum number of years of general experience in Operation and Maintenance shall be 7 (Seven) years (years counting backward from the date of publication of Invitation for Tender in the newspaper and BPC's website).
The minimum specific experience as a Prime Contractor or Subcontractor or Management Contractor of at least 1 (One) contract of O&M Services and Marine Services successfully completed within the last 7 (Seven) years (years counting backward from the date of publication of Invitation for Tender in the newspaper and BPC's website) or ongoing contracts of which at least 3 years have been completed, each with a value of at least US Dollar 75 (Seventy Five) million. The required average annual turnover shall be minimum USD 35 (Thirty-Five) million over the last 3 (Three) years. The minimum amount of liquid assets i.e. working capital or credit line(s) of the Tenderers shall be USD 14 (Fourteen) million from an international bank of repute or scheduled bank in Bangladesh.

Maximum number of partners in the Joint Venture shall be 2 (Two). Other required eligibility criteria and conditions are stated in the Tender Data Sheet (TDS) of the Tender Document. Earlier after completion of the project in March 2024 last, the then government had decided to award the contract for the operation and maintenance (O&M) of Bangladesh's first Single Point Mooring (SPM) with a double pipeline project to the China Petroleum Pipeline Engineering Co. Ltd (CPPEC) as G2G basis.
But in a meeting of the Advisers Council Committee on Economic Affairs (ACCEA) held at the Cabinet Division conference room at Bangladesh Secretariat with Finance Adviser Dr Salehuddin Ahmed in the chair on January 2 last year decided to appoint operations and maintenance (O&M) contractor through Open Tender Method (OTM).
For this reason, the Bangladesh Petroleum Corporation (BPC) invited tender through open tender method.
Earlier, the government had approved a proposal from the BPC, the implementing agency of the SPM project, to sign the O&M contract with the Chinese company CPPEC during 2024 last. CPPEC had been working as the contractor for the SPM project, and BPC selected the firm for the O&M job without any competitive bidding process. The proposal was moved to ACCEA by the Energy and Mineral Resources Division under the Speedy Increase of Power and Energy Supply (Special Provision) Act 2010.
