Focus on migration governance

Target 10.7 of the Sustainable Development Goals (SDGs) aims to facilitate orderly, safe, regular, and responsible migration and mobility of people, including implementing planned and well-managed migration policies. This target underscores the importance of ensuring that migration processes are conducted in a manner that prioritises the safety, dignity, and rights of migrants while also acknowledging the benefits that orderly and regulated migration can bring to both sending and receiving countries.

By adopting comprehensive migration policies and strengthening international cooperation, countries can create an enabling environment that maximises the potential of migration to contribute to sustainable development and human well-being.

Migration has been an integral part of human history, driven by various factors such as economic opportunities, political instability, and environmental changes. Bangladesh has a long migration history, so the importance of orderly, safe, regular, and responsible migration and mobility cannot be overstated. As a densely populated nation facing economic challenges and environmental vulnerabilities, managing the movement of people is essential for the well-being of the migrants andthe countrys sustainable development.
One of the primary drivers of migration from Bangladesh is the pursuit of economic opportunities abroad. The remittances sent back by Bangladeshi migrant workers play a crucial role in the national economy. These financial inflows contribute significantly to poverty reduction, improved living standards, and increased access to education and healthcare for families left behind. An orderly and regular migration process ensures that individuals seeking employment overseas can do so legally and safely, protecting them from exploitation and abuse.

While migration offers numerous benefits, unregulated and irregular migration poses severe risks for migrants. Many individuals, desperate for better prospects, fall prey to human traffickers and end up in exploitative and hazardous conditions. Addressing the challenges of irregular migration requires a comprehensive approach, including the creation of legal pathways for migration, strengthened border controls, and international cooperation to combat human trafficking. By promoting orderly and safe migration, Bangladesh can protect its citizens from the perils associated with irregular movements.

Ensuring the protection of migrant rights is a cornerstone of responsible migration policies. The government of Bangladesh, in collaboration with international organisations, must work towards creating an environment where migrants are treated fairly and with dignity. This includes safeguarding their legal rights, providing access to healthcare, and establishing mechanisms for redress in case of exploitation or abuse. By prioritising the rights of migrants, Bangladesh can enhance its global standing as a responsible actor in the realm of international migration.

Bangladesh is highly vulnerable to the impacts of climate change, with rising sea levels and extreme weather events threatening the livelihoods of many communities. This environmental vulnerability contributes to internal migration as people seek safer and more sustainable living conditions. Recognising the link between climate change and migration, the government can develop strategies to support the orderly relocation of communities, ensuring that the process is safe, respectful of human rights, and contributes to the overall resilience of the affected populations.

Bangladeshi migrants, particularly in the Gulf countries and Southeast Asia, are integral to the global workforce. Their contributions span various sectors, including construction, healthcare, and services. The orderly and regular migration of Bangladeshi workers ensures that their skills are harnessed where needed, contributing to the economic development of both the host countries and Bangladesh. Bangladesh strengthens its diplomatic ties and fosters economic partnerships by actively participating in the global labour market.

Migration not only influences the lives of individuals but also has a profound impact on families and communities. The remittances sent by migrant workers often serve as a lifeline for families, enabling them to access education, healthcare, and improved living conditions. However, the absence of family members can also lead to social challenges, such as strained familial relationships and disruptions in community dynamics. Policies must be in place that support the well-being of families affected by migration, offering social and psychological support to mitigate the potential negative consequences.

Bangladesh can invest in capacity-building and skill development programs that align with the global job market demands to enhance the benefits of migration. By equipping its workforce with relevant skills, the country can ensure that its migrants are competitive, contributing to sustainable development. Additionally, collaboration with destination countries to establish mutual recognition of qualifications can further facilitate the integration of Bangladeshi workers into foreign labour markets.

Managing migration is not a challenge exclusive to Bangladesh; it is a global phenomenon that demands international cooperation. By actively engaging in dialogues and partnerships with destination countries, Bangladesh can negotiate fair terms for its migrant workers, address challenges related to their treatment abroad, and contribute to the establishment of global norms and standards for migration. This diplomatic engagement enhances Bangladeshs reputation on the international stage and fosters collaboration for the mutual benefit of all nations involved.

While recognising the importance of orderly, safe, regular, and responsible migration and mobility in Bangladesh, it is essential to acknowledge the persistent challenges. These challenges include protecting migrants from exploitation, addressing the social impact on families, and ensuring that the benefits of migration are equitably distributed. A comprehensive approach that involves stakeholders at multiple levels, from government agencies to civil society organisations, is necessary to navigate these challenges successfully.

The orderly, safe, regular, and responsible migration and mobility of people in Bangladesh are critical components of the countrys development strategy.
