Prime Minister Tarique Rahman will attend the two-day high-level "World Leaders Climate Action Summit" at the upcoming COP31 climate conference in Türkiye, where Bangladesh will push for grant-based climate finance and accountability from major carbon-emitting nations.

Speaking to reporters at the Ministry of Foreign Affairs on Monday (November 2), Minister of State for Foreign Affairs Shama Obayd Islam confirmed that the Prime Minister will undertake a brief official visit to participate in the high-level segment of the summit.

The 31st Conference of the Parties (COP31) to the United Nations Framework Convention on Climate Change (UNFCCC) is scheduled to take place from November 9 to 20 at the Antalya Expo Center in Antalya, Türkiye. The World Leaders' Summit segment will be held on November 11 and 12.

Minister of State Shama Obayd noted that Bangladesh will highlight its national achievements in climate resilience and adaptation while pressing developed nations to fulfill their financial and environmental commitments to climate-vulnerable states.

Shama Obayd emphasized that Bangladesh will take a firm stance advocating for grant-based climate financing rather than loans, pointing out that countries contributing minimally to global greenhouse gas emissions should not be burdened with extra debt to cope with climate consequences.

"Although Bangladesh's contribution to global carbon emissions is practically zero, our people bear the brunt of its severe consequences," she remarked.

She added that Bangladesh will strongly advocate for mechanisms under international climate agreements to hold major carbon-emitting countries accountable for their environmental footprint.

During the summit, Prime Minister Tarique Rahman is set to present various environment and climate initiatives launched by the BNP-led government over the past six months, including canal re-excavation projects, extensive afforestation drives, and expanding solar and renewable energy infrastructure.

Shama Obayd stated that a formal government press briefing will be held prior to the Prime Minister’s departure to provide detailed information on the official delegation, itinerary, and Bangladesh's specific negotiating agenda.

While Türkiye will host and preside over the overall COP31 summit, Australia will lead the formal negotiation proceedings.
