The Bangladesh Bar Council has rejected an application to appoint a foreign lawyer for former prime minister Sheikh Hasina’s adviser and business tycoon Salman F Rahman and four other accused in a crimes against humanity case linked to the July 2024 uprising.
The decision was taken at a meeting chaired by the Bar Council chairman on Thursday (October 29).
UK-based lawyer Graeme L Hall applied to the Bar Council on August 14, seeking permission to represent Salman F Rahman before the International Crimes Tribunal alongside locally appointed lawyers. His application cited Section 11(8) of the International Crimes (Tribunals) Act, 1973, and included his professional profile and relevant documents.
The Bar Council received the application on August 24. The matter was confirmed by defence lawyer Monsurul Haque Chowdhury on August 30.
Earlier, on December 10, 2025, the defence sought permission from Tribunal-1 to appoint a foreign lawyer for Salman. The prosecution opposed the application.
According to the defence, appointing a foreign lawyer requires approval from both the tribunal and the Bar Council. The council’s rejection has therefore dealt a setback to the effort to bring in foreign legal representation for the five accused.
