Indian hilsa imports halted as 103 NOCs cancelled

The process of importing hilsa from India has been suspended after the Department of Fisheries cancelled 103 no-objection certificates (NOCs) issued to importers.

The decision was communicated in a letter signed by acting Director General of the Department of Fisheries Dr Md Khaled Kanak on Tuesday.

Following the cancellation, hilsa imports from India have remained suspended, leaving importers who had prepared to purchase fish in the Indian market in uncertainty.

Some importers had already completed the process of purchasing hilsa in India, according to traders. They now face difficulties in bringing the fish into Bangladesh following the sudden suspension.

The Benapole-based import-export community said importers had already incurred expenses for preparations, purchasing fish and arranging transportation.

Benapole Import-Exporters Association President Matiar Rahman said traders had made preparations to import hilsa after receiving the necessary approvals.

“Importers proceeded with purchasing fish and other arrangements after receiving the NOCs. The sudden cancellation of the certificates has now left them facing financial losses,” he said.

He urged the authorities to consider the interests of importers before taking such decisions, saying those who had invested in purchasing hilsa based on the approvals could now have their investments tied up.

Association General Secretary Ziaur Rahman Zia said they had received a letter from the Department of Fisheries informing them about the cancellation of several NOCs.

He said the decision had halted hilsa imports from India and disrupted the business plans of traders involved in the process.

Hilsa importer Rafiqullah said many traders had already invested money to purchase fish in the Indian market after receiving approval.

“If the hilsa already purchased in India cannot be brought into Bangladesh on time, traders may have to return it at lower prices,” he said.

He added that transportation and other related expenses would further increase their losses.

Traders also warned that the suspension could affect businesses involved in transportation, customs clearance and other services linked to hilsa imports.
