Energy security must shift from crisis management to resilience: BIISS seminar

Bangladesh needs to move from short-term crisis management towards a resilient and diversified energy system to ensure energy security, speakers said at a seminar organised by the Bangladesh Institute of International and Strategic Studies (BIISS) in Dhaka on Monday.
The seminar, titled “Energy Security in Bangladesh: From Crisis Management to Resilient Energy Transition,” was held at the BIISS Auditorium, with Finance and Planning Adviser Rashed Al Mahmud Titumir attending as the chief guest.
BIISS Director General Major General A S M Ridwanur Rahman chaired the session and delivered the welcome address. He said energy security is closely linked to economic security, industrial competitiveness, foreign policy and national resilience. Bangladesh’s energy challenge is not limited to generation capacity, but also involves ensuring affordable, reliable and sustainable primary energy.
He called for greater domestic energy exploration, strategic reserves, renewable energy development, grid and storage infrastructure, regional cooperation and stronger institutional accountability. He also stressed the need to reduce import dependence through diversification and replace short-term responses with strategic planning.
In his remarks, Adviser Rashed Al Mahmud Titumir said energy security is closely connected with economic security and national development. He stressed diversifying energy sources and supply routes, strengthening domestic energy capabilities, improving infrastructure and contingency arrangements, and promoting energy efficiency.
He also called for a pragmatic and sustainable energy transition that balances energy security, affordability, economic competitiveness and environmental sustainability. Greater coordination among government agencies and stronger engagement with the private sector, academia and development partners are also needed, he said.
The seminar featured presentations by BIISS Research Director Dr Mahfuz Kabir, Additional Secretary of the Energy and Mineral Resources Division Manjur Alam Prodhan, and ESTex Foundation Chairman Professor Dr Ejaz Hossain.
The presentations and subsequent discussions focused on energy supply and affordability, import dependence, domestic energy resources, infrastructure resilience, renewable energy, energy efficiency and the wider economic implications of energy insecurity.
The open discussion also highlighted the need for a diversified and resilient energy system capable of responding to geopolitical, market and infrastructure-related disruptions.
In his concluding remarks, Major General Ridwanur Rahman expressed hope that the seminar would contribute to developing an actionable roadmap for strengthening Bangladesh’s energy security and ensuring a secure, affordable, diversified and resilient energy future.
Senior government officials, diplomats, academics, researchers, energy experts, private-sector representatives, development partners and other distinguished participants attended the seminar.
