The Advisory Council has approved the 'July Mass Uprising Protection and Liability Determination Ordinance, 2026' granting legal immunity to individuals involved in the July mass uprising for actions carried out as part of political resistance aimed at restoring democracy.
The decision was taken at the Advisory Council's regular weekly meeting held on Thursday with Chief Adviser Prof Dr. Muhammad Yunus in the chair at his Tejgaon Office.
Speaking at a press conference at the Foreign Service Academy later in the day, Law Adviser Dr Asif Nazrul said the ordinance would be issued as a gazette within the next five to seven days.
Dr Nazrul stated that the ordinance provides immunity from criminal liability for acts committed during July and August as part of political resistance against what he described as a fascist government, with the objective of restoring democratic governance.
"Political resistance has been defined as activities undertaken to overthrow a fascist regime and reinstate a democratic system. Participants in such collective actions will be exempted from criminal responsibility arising from those acts," he said. He added that the government will take steps to withdraw any existing criminal cases filed against July Uprising participants. Furthermore, no new cases can be initiated against them for actions carried out during July and August in the context of political resistance.
