The Bangladesh Rural Development Board (BRDB) organized a full-day workshop on the "Public Procurement Rules, 2025 (PPR-2025)" at its conference hall in Kawran Bazar, Dhaka on Wednesday.

The workshop was graced by SM Shakil Akhtar, Secretary of the Planning Division, Ministry of Planning, as the Chief Guest. The session was chaired by Sardar Md Keramat Ali, Additional Secretary and Director General of BRDB, says a press release.

Representatives from various ministries, divisions, departments, and offices attended the workshop. In addition, Directors, Assistant Directors, Assistant Rural Development Officers, and Accountants working at the BRDB Headquarters participated in the workshop. The keynote paper on the subject of discussion was presented by Md. Nasimur Rahman Sharif, Joint Chief (Communication Wing, Physical Infrastructure Division) of the Planning Commission.

At the workshop, Chief Guest S. M. Shakil Akhtar said, "We have not yet been able to break free from the vicious cycle of poverty; 33% of our country's population still lives below the poverty line."

"To break people free from the vicious cycle of poverty, proper implementation of projects and programs is crucial, which is why the field presence and role of institutions like BRDB are important. Our goal should be to lift the poor population out of marginal conditions."

In his speech as the chair of the workshop, Sardar Md Keramat Ali, Director General of BRDB and Additional Secretary to the Government, said, "Money is the root of all mismanagement, and it was in an effort to address this that the Public Procurement Act was introduced in 2003. Subsequently, in continuation of this effort, the Public Procurement Rules, 2025 (PPR-2025) have been formulated to ensure transparency, good governance, and efficiency in government procurement.

PPR-2025 primarily focuses on ensuring transparency and accountability in government purchases, making e-GP (electronic Government Procurement) mandatory, fostering a competitive environment, promoting sustainable procurement, supporting small and women entrepreneurs, recognizing services as a separate category, and aligning with international standards."
