The National Consensus Commission (NCC) will submit a detailed and actionable set of recommendations to the government by October 31 for implementation of the July National Charter 2025, announced Vice Chair of the Commission, Professor Ali Riaz.
Speaking at a press briefing on Thursday evening at LD Hall of Jatiya Sangsad, Prof Riaz said the commission’s extended tenure will be used to finalize and submit a clear, specific and comprehensive roadmap for enacting the Charter.
"We want to make it clear that the Commission will present its complete recommendation to the government within this extended term," he stated.
The press conference was held ahead of the formal signing ceremony of the July National Charter 2025, scheduled for 4 PM on Friday at South Plaza of Jatiya Sangsad Bhaban.
Cultural Affairs Adviser and NCC member Mostofa Sarwar Farooki was also present at the briefing.
He confirmed that all preparations for the event were nearly complete and emphasized the significance of the occasion.
“Politicians and representatives from all sections of society will join the signing ceremony. An audio-visual presentation will also be screened,” he added.
The Charter; described as a historic political agreement for state reform, is the product of extensive nationwide dialogue in the wake of 2024 July Mass Uprising that led to the fall of Sheikh Hasina regime.
The NCC finalized the Charter and shared its final version with 33 political parties and alliances on October 14, seeking two representatives from each to sign the document.
The final Charter includes 84 key reform recommendations and a seven-point commitment framework for its implementation, focusing on restructuring state institutions and ensuring inclusive governance.
Prof Riaz reaffirmed that the Commission would work with full commitment in the remaining weeks of its term.
"We believe the government will take concrete steps during this period to begin the implementation process and ensure its progress with the participation of all stakeholders," he said.
He also expressed hope that political parties would set aside their ideological differences and unite behind the Charter.
“We are optimistic that all political alliances will come together to sign the July Charter in a spirit of unity and celebration,” he said.
The Commission’s final report, expected to be around 3,000 pages across eight volumes, will be submitted before the end of October.
According to Prof Riaz, the report will document the entire process, from public consultations and expert input to drafting and consensus-building.
Earlier, Chief Adviser and head of NCC had expressed optimism that Friday’s signing ceremony would mark a turning point in the nation's political history.
“What once seemed impossible has now become possible,” he said. “We will join the ceremony in a festive mood and sign the Charter. This is our hope and we will take it to the entire nation.”
