Law Adviser Dr. Asif Nazrul has highlighted that while reforms in lower courts have been implemented, higher courts remain slow, preventing justice seekers from benefiting fully.
Cases resolved quickly in lower courts often linger for years in higher courts.
He made the remarks while inaugurating the ‘E-Bail Bond’
program on Wednesday (15 October) at the Narayanganj Circuit House.
Asif Nazrul said, “In the tragic case of child Asia’s death, we were able to conclude the trial in the lower court within a month. But whether the higher courts will finish this case in the coming years, I cannot say. Many times, higher court judges visit lower courts for inspection, but it turns into more of a ceremonial visit.”
He added, “We have introduced legal aid to prevent people from going to court over minor disputes. These reforms are currently at the pilot stage, and we hope to expand E-Bail Bond and online legal aid nationwide within two to three months.”
He also noted, “Narayanganj was once controlled by godfathers, making justice difficult to obtain. We aim to change that, starting a new chapter of justice here. We want Narayanganj to be a place of relief rather than oppression.”
Dr. Nazrul emphasized that the reforms aim to ensure justice, reduce hardships for justice seekers, and save their money.
Regarding government officials’ testimonies, he said, “To speed up the testimonies of doctors, magistrates, police, and other officials, we are introducing an online testimony system.”
Also present were Foyez Ahmad Tayyab, Special Assistant to the Chief Advisor; Attorney General Md. Asaduzzaman; Inspector General of Prisons Brigadier General Syed Md. Motaher Hossain; judges of the Narayanganj District and Sessions Court Abu Shamim Azad; Deputy Commissioner Zahidul Islam Miah; and Superintendent of Police Mohammad Jasim Uddin.
The E-Bail Bond initiative replaces the conventional bail bond submission process with a digital system, saving time and costs for justice seekers, prison authorities, and lawyers. Narayanganj district is the first to launch this program.
