Bangladesh’s 'Upper House' bid internal matter: EU Envoy

European Union Ambassador and Head of Delegation to Bangladesh, Michael Miller, on Thursday reaffirmed that EU has no role in influencing Bangladesh’s decision on whether to introduce an ‘Upper House’ in its parliamentary system, stating it is solely a domestic issue.

“The question of whether Bangladesh will go for an Upper House is your business, not mine,” Ambassador Miller said during a seminar titled “Proposed Upper House in the National Parliament: Can it ensure accountability of the majority?” organized by Centre for Policy Dialogue (CPD) at a hotel in Dhaka.

He emphasized that while EU is ready to support Bangladesh through all political transitions and during its national elections, it will not interfere in internal constitutional or political decisions.

Miller assured that EU will continue to assist in ensuring that the next national election in Bangladesh is free, fair and aligned with international standards.

Highlighting ongoing EU engagement, Miller noted that despite a 14-month parliamentary hiatus, EU has remained in regular contact with parliamentary officials and the administration.

“EU wants to be a partner in Bangladesh’s journey from autocracy to democracy,” he said.

The Ambassador stressed the importance of strengthening parliamentary committees to enhance legislative effectiveness.

He called for more open and evidence-based law-making, stronger budget oversight and better use of research and data to improve parliamentary transparency and citizen engagement.

Miller proposed the introduction of a citizens’ dashboard to help public track the activities of their elected representatives, adding that transparency is essential for meaningful public participation.

On the proposed Upper House, he said that if implemented effectively, it could foster greater political accountability and create new spaces for inclusive decision-making.

He also underscored the need to deepen connections between parliament, civil society, citizens and research institutions.
