Taskforce calls for sweeping reforms to transform BBS

An independent taskforce has urged the government to implement sweeping reforms that would transform the Bangladesh Bureau of Statistics (BBS) into a modern national statistical organization called 'Statistics Bangladesh.' 

The taskforce submitted its comprehensive report to the Planning Adviser on Monday demanding bold structural changes to restore public trust in the country's statistical system. 

Dr Hossain Zillur Rahman chaired the expert panel, which included former BBS director general Mohammad Abdul Wahed and other senior economists and statisticians from leading universities and research institutions. 

The reform package centres on renaming the BBS as 'Statistics Bangladesh' while elevating its head to Chief Statistician with special scale designation. This transformation signals a new era of independence and professionalism that would shield the organization from political interference and administrative manipulation.

The taskforce demands the immediate establishment of a Trust and Transparency Council, comprising seven high-level members, to oversee institutional governance. This crucial oversight body, headed by the Planning Adviser, will conduct annual performance reviews and supervise the Chief Statistician's selection process, ensuring accountability at the highest levels of government. 

Proposed amendments to the Statistics Act of 2013 would legally guarantee the organization's autonomy in technical decisions, data validation procedures and information release protocols. These legal safeguards would protect official statistics from political pressures that have historically compromised data integrity and public confidence.

 The report identifies chronic staffing shortages and structural weaknesses as fundamental obstacles to effective statistical operations. Experts recommend expanding the organizational structure from eight to sixteen wings while creating 437 new Upazila-level positions to strengthen the local statistical presence across the country.

Budgetary autonomy emerges as another critical reform priority. The taskforce demands dedicated revenue streams for essential surveys and an immediate allocation of Tk 50 crore to stabilize annual survey operations. 

The proposed funding mechanism would establish public trust through predictable resource allocation and transparent budget management. The reform blueprint emphasizes comprehensive stakeholder engagement through annual conferences that would bring together statisticians, policymakers, civil society representatives, and private sector participants.

 Advisory committees for major surveys would ensure inclusive participation while maintaining technical standards and methodological consistency.
