New guidelines for preserving waiting lists

The government has introduced new guidelines for preserving waiting lists in recruitment. 
In this regards, the Ministry of Public Administration on Monday issued a circular instructing ministries, divisions, government offices, directorates, autonomous and statutory bodies, and various corporations to follow the new system for preserving waiting lists in direct recruitment across all job grades.

The circular stated that as the government has recently reformed the quota system, the earlier directive issued on April 17, 2023, has been amended to introduce new guidelines for maintaining waiting lists.

According to the new rules, the recruitment committee will prepare a waiting list in a 1:2 ratio against each recommended candidate, based on the merit list and applicable quota system, from among the candidates who passed written and oral examinations. 

The list must be sealed, signed by committee members, and preserved confidentially. If no eligible candidates are available under a particular quota, then the list will be filled from merit quota candidates in order of merit.

The validity of a waiting list will be one year from the date of the first recruitment recommendation under a specific circular or until the publication of the next recruitment notice, whichever comes first.

If any recommended candidate does not join service or resigns after joining, the vacant post must be filled from the waiting list following the recruitment committee's decision. In such cases, the candidate must be immediately informed through phone call, SMS, email (where applicable), and later through a registered postal letter with at least 10 working days to join.
Furthermore, the roll numbers of recommended candidates from the waiting list must be published on the notice board and website of the respective office. 

However, these instructions will not apply to cadre and non-cadre posts under the Bangladesh Civil Service (BCS) recruitment process conducted by the Public Service Commission. The waiting list prepared under one recruitment advertisement cannot be used for vacant posts under a different recruitment circular.

In terms of seniority, candidates recruited from the waiting list will be considered junior to the first batch of recommended candidates. If multiple candidates join on the same day, their seniority will follow the merit ranking, and in case of a tie in marks, seniority will be determined by age, or by the year of acquiring the required educational qualification if ages are the same.
