Expats voting method likely to be finalized this month: EC

The Election Commission (EC) is poised to finalize a voting method for expatriate Bangladeshis by the end of this month, according to Senior EC Secretary Akhtar Ahmed, who emphasized the importance of balancing feasibility, cost and acceptability in selecting the most appropriate system.

Speaking to The Daily Observer, Akhtar Ahmed said, "We are trying to determine the most widely acceptable voting method for expatriates by this month. Time, cost, and quality - these are our guiding considerations. We will go ahead with whatever method best meets these criteria."

He added the Commission is open to adopting more than one method if it helps ensure broader participation and trust.

The EC has been exploring four potential voting systems for Bangladeshis living abroad: proxy voting, online voting, postal ballots, and in-person voting at embassies or consulates. Among these, online and postal voting have received the most support from political parties and stakeholders, while proxy voting-though considered more inclusive-has raised concerns about security and implementation.

Akhtar Ahmed noted that the Commission has already received written feedback from most political parties, civil society representatives, experts, and media professionals. "We asked for opinions from all concerned and based on those insights, we will proceed with a technically sound and acceptable solution," he said.

He also acknowledged the complexity of the issue, particularly in ensuring security and transparency in digital systems. "Whatever method we adopt must ensure reliability. Without that, the entire process could be questioned. That's why we are moving carefully, but with urgency."

To move the process forward, the EC is scheduled to hold a final consultation this month with its technical advisory committee, comprising experts from institutions like Dhaka University, BUET, and MIST. Their recommendations will guide the final decision.

Currently, Bangladesh has over 12.37 crore registered voters, with nearly 1.34 crore citizens living abroad-a large population that remains mostly disenfranchised. "This is not just about expanding voter access; it's about upholding their constitutional rights," Akhtar said, reaffirming the Commission's commitment to a more inclusive electoral system.
