Dismissal of officials, employees sans self-defence heats up Secretariat

Marking the interim government's initiative to issue the 'Public Service (Amendment) Ordinance, 2025' keeping the provision of dismissal from service without the opportunity for self-defence, the Secretariat has been abuzz again with processions and slogans of officials and employees since Saturday.

Amid this situation, the Anti-Discrimination Employees United Forum (Boishamya Birodhi Karmachari Oikya Forum) has pressed a daylong sit-in programme in front of the Public Administration Ministry on Sunday demanding cancellation of the ordinance with the provision.

The interim government's Advisory Council's 29th meeting held on Thursday (May 22) at the Chief Adviser's Office approved the draft of the 'Public Service (Amendment) Ordinance, 2025'.

Though the advisory council did not disclosed major information about the amendment, according to the Ministry of Public Administration officials, four key actions were identified as punishable offences for government employees.

These are engaging in acts that incite disobedience or disrupt discipline among colleagues or obstruct the performance of duties, being absent from work individually or collectively without leave or just cause, inciting or encouraging other employees to abstain from their duties, and obstructing any government employee from attending work or performing their duties.

Under the draft ordinance, penalties for these offences can include demotion to a lower rank or pay grade, dismissal from service, or removal from the job.

The proposed changes largely revive and reframe provisions from regulations that date back over four decades, with revisions being introduced to align with the Public Service Act, 2018.

Meanwhile, leaders of the Inter-Ministerial Employees' Association on Thursday urged the immediate intervention of the Chief Adviser to reconsider the draft of the 'Government Service (Amendment) Ordinance 2025'.

The Secretariat has been abuzz with processions and slogans of officials and employees again demanding the repeal of Public Service (Amendment) Ordinance, 2025.

After the fall of the Awami League government, there was extreme chaos in the administration. One movement after another, the administration was in a state of chaos due to demands and more demands. There were also incidents of blockades. After that, the situation gradually improved. But discipline did not return completely. Meanwhile, new unrest has emerged in the administration.

Officers and employees at all levels have warned that if the provisions of the ordinance on dismissal from service without the opportunity for self-defence are not repealed, they will go for a large-scale movement.

In addition, there have been incidents of blockades of top officials of the Ministry of Public Administration again. Earlier, there was even a scuffle between officials over the appointment of DC.

For some time, officials and employees have been marching inside the Secretariat with various demands and taking a stand. Officers of 25 cadres are also moving towards the movement.

They have formed a human chain and given an ultimatum to stop work. On the other hand, the movement of officials and employees of the institution is also ongoing, demanding the cancellation of the ordinance abolishing the National Board of Revenue.

Public administration experts say that the government has failed to handle the situation due to weak leadership. Those, who are leading the administration, now lack of experience and capacity. Realizing the weakness, no party is paying attention to the government anymore. This situation has arisen in the administration because the government has not been able to show strictness.
