Violators to face fines, expulsion

Candidates flouting the newly adopted Dhaka University Central Students' Union (DUCSU) election code will face fines of up to Tk 20,000, cancellation of candidacy, and even expulsion from the university, according to the updated "DUCSU and Hall Union Regulations 2025" passed by the university syndicate last Thursday.

The Syndicate, Dhaka University's highest policymaking body, has introduced stringent measures aimed at ensuring a free and fair election process. The revised regulations include a comprehensive code of conduct for candidates, campaigners, and stakeholders.

Candidates collecting or submitting nomination papers are allowed a maximum of five supporters, and no processions or rallies are permitted during this stage. External interference during nomination submission or withdrawal is strictly prohibited. Motorised vehicle processions and organised voter transportation are banned, although rickshaws and bicycles will be allowed.

The official campaign period will begin following the final announcement of the candidate list and continue until 24 hours before election day. Campaigning will be allowed only between 10:00 am and 11:00 pm daily. The use of loudspeakers must stop after 10:00 pm. Only registered voters and official candidates may participate in campaign activities; outside involvement is expressly forbidden.

"In the digital age, it's crucial to regulate online campaigning and penalise misconduct effectively," said Prof. Dr. Mamun Ahmed, Pro-Vice Chancellor (Education) and head of the regulatory drafting committee.

Social media campaigns must remain lawful, respectful, and informative. Any content involving personal attacks, character defamation, or misinformation is prohibited. Websites or pages violating these rules may be shut down by the election authorities.

Candidates planning rallies or public events must obtain prior permission at least 24 hours in advance. Each panel will be allowed one projection meeting per hall and three across the university campus. Events disrupting pedestrian movement, obstructing roads, or involving stage construction will not be permitted.

Campaign materials must be black and white, featuring only the candidate's photo without any political logos or party symbols. The use of lime, ink, or chemicals to deface walls, vehicles, or campaign materials is banned, as is damaging or removing opponents' promotional content.

Strict financial guidelines prohibit fundraising, donations, or distributing gifts, food, or drinks to voters. Voters are also not allowed to wear campaign attire displaying candidate images.
