Violators of Dhaka University Central Students' Union (DUCSU) election code will face cancellation of candidacy, fines up to BDT 20,000, and possible university expulsion under newly passed regulations.
Syndicate, university's highest policy-making body, approved "DUCSU and Hall Union Regulations 2025" last Thursday, incorporating strict penalties for breaches and comprehensive guidelines for fair elections.
Candidates collecting or submitting nomination forms must limit supporters to five people with no processions or rallies permitted. Interference from outside groups during nomination submission or withdrawal is banned. Vehicle showdowns and voter transport are prohibited, though rickshaws and bicycles remain allowed.
Campaign period extends from final candidate list announcement until 24 hours before election, operating only between 10am and 11pm daily. Loudspeakers must cease after 10pm. Only registered voters and official candidates may campaign, with outsiders strictly forbidden from involvement.
"Digital nature of today's age required special focus on online campaigning and inclusion of penalties for misconduct," explained Prof. Dr. Mamun Ahmed, Pro-Vice Chancellor (Education) and committee convener.
Social media campaigning must remain lawful and constructive, avoiding personal attacks, character assassination, and false information. Websites violating these rules face potential shutdown by election authorities.
Permission for rallies must be secured 24 hours beforehand, with each candidate panel limited to one projection meeting per hall and three across campus. Events blocking pedestrian movement, road access, or requiring stage setup are not allowed.
Campaign materials must be black and white, featuring only candidate's photograph without political symbols. Wall or vehicle defacement with lime, ink or chemicals is forbidden, as is damaging competitors' materials.
Financial restrictions ban fundraising, donations, or providing voters with gifts, food or beverages. Wearing campaign clothing with candidate images is prohibited for voters.
Election Commission formation expected by mid-May, after which official dates will be announced. University administration has revised Daksu constitution and formed advisory committee through stakeholder consultation to ensure fairness.
Prof. Dr. Sayema Haque Bidisha, Pro-Vice Chancellor (Administration), confirmed Syndicate's approval of revised constitution and conduct rules.
Prof. Dr. Mamun Ahmed, Pro-Vice Chancellor (Education) expressed optimism for peaceful, participatory election with proper cooperation from all parties involved.
