Govt aims to establish ‘July Charter’: Prof Yunus

Chief Adviser Professor Muhammad Yunus announced on Saturday that the interim government’s ultimate goal is to establish the "July Charter" by achieving a consensus on reforms with political parties.

Speaking at the closing session of the first National Consensus Commission meeting at the Foreign Service Academy, Prof Yunus emphasized the necessity of reforms, stating, "If I were to say reforms are unnecessary, people would laugh. We don’t just need reforms—we need them deeply."
Prof Yunus pointed out that state institutions had collapsed, with laws not being fully enforced and governance marred by widespread mismanagement. Given this situation, he asked, "Who would oppose necessary reforms?"
He urged political parties to work together, stressing that once consensus is reached, implementing reforms will be much easier. "There will be little room for opposition. If concerns arise, they will be addressed and corrected," he assured.

The Chief Adviser highlighted that unity over reforms is essential, which is why the government is pushing for a structured agreement—the July Charter.

"The first step is reaching consensus," he explained. "How we implement it can be discussed later, but without agreement, we have no way forward."

To ensure transparency, Prof Yunus announced that the reform proposals from six separate commissions will be uploaded online, allowing political parties to review and provide feedback.

"Once we gather all opinions, we will determine the best course of action," he said.

After the July Charter is finalized, it will be sent to all political parties for official endorsement, and copies will be preserved in museums and public institutions to mark its historical significance.

Stressing the importance of this initiative, Prof Yunus asserted, "This charter must be proclaimed for the survival of our nation. We have no alternative but to commit to this path. This is my appeal to all of you—you have the ability to make it happen."

The meeting was attended by representatives from BNP, Jamaat-e-Islami, LDP, Jatiya Party (Kazi Zafar), Nagorik Oikya, Islami Andolan, Khelafat Majlish, Gono Sanghati Andolon, Gono Odhikar Parishad, and Jatiya Nagorik Committee.

BNP’s delegation was led by Secretary General Mirza Fakhrul Islam Alamgir.

The National Consensus Commission members, including Prof Ali Riaz, Abdul Muyeed Chowdhury, Safar Raj Hossain, Badiul Alam Majumder, Justice Emdadul Haque, and Dr Iftekharuzzaman, were also present at the meeting.
