Reckless underworld activities pose threat to security in capital

The Dhaka city underworld became even more reckless, posing a serious threat to the capital's security as some of the notorious criminals have recently come out of jail on bail while some others have returned home from abroad.

The top terrors who were freed on bail are Sanzidul Islam Emon, Killer Abbas, Sheikh Mohammad Aslam alias Sweden Aslam, Nayem Ahmed Titon, Pichchi Helal, Khorshed Alam Rasu alias Freedom Rasu, Sayeed Hossain, Sazu and Akhter Hossain after the fall of the Awami League government in the face of a mass upsurge spearheaded by students.
In the latest incident, Helal's brother Wahedul Hasan Dipu was among two computer traders who were hacked allegedly by Emon's gang on Elephant Road on Friday night. A case has been filed against Emon and nine of his associates with New Market Police Station in connection with the attack.

Along with Wahedul, president of Elephant Road Computer Baboshayee Kallyan Samity (ECS), Ehteshamul Haque, joint general secretary of Multiplan Shop Owners Association, was hacked by a group of around 20 armed with machetes in front of the Multiplan Centre.

Dhaka Metropolitan Police (DB) Additional Commissioner Rezaul Karim Mallik on January 14 said that 'top criminals', including Imam-ul-Hasan alias Picchi Helal and Sanjidul Islam Emon, will be brought to justice soon.

"We are ensuring strict vigilance to maintain law and order in the city. No criminals, including those on the 'top criminal' list like Pichchi Helal and Emon, will be spared if they re-engage in crimes after their release from jail, Dhaka Metropolitan Police (DMP) said on Tuesday.

Some of them have by this time sought extortion from a number of businessmen and threatened them with dire consequences if their demands go unmet.

Pichchi Helal, who was freed on bail after two decades, was accused in a case filed with Mohammadpur Police Station on September 22. The killings were committed in the area on September 20 over the murders of two youths.

Earlier, the control of the area was under the former army chief Aziz Ahmed's brothers, including Tofail Ahmed Josef, along with councillor Asif Ahmed, nephew of Aziz.

The criminals are active most in Motijheel, Moghbazar, Mohammadpur and Mirpur areas. Mofizur Rahman alias Mamun, who is well known as 'Pallabi Dha Block Mamum,' is accused in 27 cases.  

Killer Abbas used to control the Mirpur area from jail. His activities have seen a rise after he was freed on bail.
Sources claimed that one of the gangs operates under Zeesan Ahmed, a top criminal reportedly residing in a Middle Eastern country now. This newspaper could not independently verify the claim.

Mohammad Razu, Officer-in-Charge of Hatirjheel Police Station, said they did not receive any information about Subrata's involvement in extortion. "If evidence emerges, we will take necessary legal action," he said.

Subrata's whereabouts are unknown, but people who knew him said he was sighted in Bangladesh after a long time recently.
Names of criminals like Subrata, who was among 23 people listed by the police as 'top terrors' in 2001, have emerged in connection with incidents of extortion. The others include Abbas Ali alias Killer Abbas, Sanjidul Hassan Emon, and Imamul Hasan Helal alias Pichchi Helal.

Subrata's gang has reportedly been active in Moghbazar, Malibagh, Eskaton and surrounding areas; Abbas in Mirpur, Kafrul and Bhashantek; Emon in Dhanmondi, New Market and Mohammadpur Beribandh and Helal in Mohammadpur and Agargaon.

Of them, Helal was even named in a murder case filed with Mohammadpur Police Station on September 21 last year.

Then a Chhatra Dal leader, Helal was arrested on January 12, 2000. He was released on bail on August 16 last year.

Sources in the police said while top criminals were active, some fraud gangs were also threatening people for extortion by using the names of the criminals.

Evidence suggests such fraud gangs were also active in the past as the top criminals continued to terrorise businesspeople from jail or abroad, the sources said. 

"Police are aware and have increased vigilance. We are conducting drives to arrest offenders."

A high official of police HQ told the Daily Observer that the public has been assured that law enforcement agencies would maintain strict vigilance to prevent these individuals from resuming their criminal activities, regardless of their status or identity. 

"No one will be spared if they commit a crime," he said.  Still, with the country's top criminals now free, concerns about the capital's safety are growing, and many fear that the worst may be yet to come.
