The incident took place at Khamarnazkoir area under Gurudaspur Municipality.
The victim's father Sayedul Islam filed the case with Gurudaspur Police Station (PS) on Saturday night accusing Gafur Molla, 70, of the same area.
Gafur Molla had previously served as the president of Ward No. 3 in Gurudaspur Municipality unit of the AL for the last 15 years.
