The annual development programme (ADP) has been revised downward at Tk 245,000 crore and National Economic Council (NEC) meeting approved it on Tuesday chaired by Prime Minister Sheikh Hasina.
At the end of the NEC meeting, Minister for Planning Major General (retd.) Abdus Salam and Minister of State for Planning Md Shahiduzzaman Sarkar presented the details of the revised ADP to reporters. Planning Commission secretary Satyajit Karmakar answered questions.
In financial year 2023-24, he said original ADP allocation was Tk 263,000 crore. The size of the revised ADP now stands at Tk 245,000 crore due reduction of Tk 18,000 crore from foreign and governments own funds.
In the current ADP budget Tk 169,000 crore were allocated as the governments own fund. By reducing Tk 7,000 crore, the funding of the revised ADP from the government own fund now stands at Tk 161,500 crore.
Foreign debt has decreased by 11.17 per cent or Tk 10,500 crore in the revised ADP. The total allocation has decreased by Tk 18,000 crore. This money is being deducted from ADP for not being able to implement the project in time.
The Planning Secretary said 346 projects were scheduled for completion in the original ADP for fiscal 2023-24. These include 287 investment, 17 feasibility studies, 32 technical assistance and 10 self-financing projects. A total of 332 projects have been earmarked for completion in the revised ADP. Among them, 271 investments, 19 feasibility study, 29 technical assistance and 13 self-financing projects are listed.
He said secretaries of the respective ministries have promised to complete 330 projects. For this reason, necessary funds have been allocated to complete these projects by June.
The planning secretary said in order to get the results of these 330 projects in time and to maintain discipline in financial and development plans, these projects must be completed by June.
Moreover, the NEC meeting on May 11 last year approved ADP 24 projects for fiscal year 2023-24, to be completed by June that year. But these could not be completed by that time and proposal for re-inclusion of these projects with ADP allocation in 2023-24 has been approved.
It has been also decided that projects should be compulsorily completed by fiscal year 2023-24, subject to the latest sanctioned estimated expenditure. But out of 24 projects, 7 projects have not been listed for completion in the proposed revised ADP for FY 2023-24.
These projects have been proposed to be included in the fiscal year 2024-25.
