Conduct judicial probes into attacks on Hindus: HC

The High Court (HC) on Thursday ordered the government to conduct judicial inquiries into the attacks on Hindus and their mandaps during Durga Puja in six districts--Cumilla, Feni, Noakhali, Chattogram, Chandpur and Rangpur--between October 13 and October 18.
The HC also asked the chief metropolitan magistrates and chief judicial magistrates of the districts to submit separate inquiry reports to the HC within the next 60 days.
It also issued a rule asking the deputy commissioners (DC) and superintendents of police (SP) of the concerned districts as to why their inaction and inability to provide security to the minority communities would not be declared illegal.
A virtual HC bench of Justice Mozibur Rahman Miah and Justice Md Kamrul Hossain Mollah passed the order after hearing a public interest litigation writ petition filed on October 21 by Supreme Court lawyers Anup Kumar Saha and Mintu Chandra Das.
Barrister Jyotirmoy Barua appeared for the plea while Attorney General AM Amin Uddin and Additional Attorney General Sk Md Morshed represented the State during the hearing.
During the hearing, Amin Uddin protested against some parts of the writ petition that blamed the government's failure and the local administration for the attacks. He said that the government had arrested many culprits in some areas including Cumilla and Rangpur.
Justice Kamrul Hossain Mollah said the police have taken action in the incidents of attack on the Hindu community, residences and mandaps. Several cases have been filed and many have been arrested. Asking the writ petitioner lawyer, the judge said, "Can we blame the state in this situation?"
The court then asked the petitioner's lawyer to amend the petition.
In the writ petition, they said eight people were killed and many others
were injured and puja mandaps, temples and their properties were vandalised and looted during the communal attacks.
The writ petition prayed for HC directives to remove all provocative posts and videos posted on social media that created tensions between communities and incited incidents of communal violence in several districts.
The petition sought for a judicial inquiry to find those responsible for the attacks on Hindu community households, places of worship and minority communities across the country.
On October 13, a Cumilla resident Iqram Hossain called 999 to report that a Quran was found at a Durga puja mandap.
Several temples and Durga puja mandaps were vandalised as tension mounted after the video went viral.
Many shared the video calling for attacks on Hindu sites on allegations of sacrilege.
Police later said that they collected CCTV footage and claimed that a young man in Cumilla namely Iqbal Hossain had kept the Quran in the Durga puja mandap in Cumilla.
Arrested Iqbal and three others were placed in remand.
