DGFP allegedly recruiting 573 inspectors breaking rules

The Directorate General of Family Planning (DGFP) is poised to recruit some 573 Family Welfare Inspectors violating the government service and recruitment rules and policy.
No circular has been published in this regard or any date of recruitment test announced.
To recruit the employees for field level inspection of family planning activities, the DGFP recruitment committee has already finalised a draft list of qualified employees from those, who had applied for the same job before approval of the new 573 posts.
It was alleged that some DGFP officials are taking the recruitment process forward for getting illegal hidden benefits. A huge amount of money has changed hands for giving the jobs without following the legal procedures.
The DGFP authority published a circular in September 21 in 2017 inviting applications for recruiting 224 family welfare inspectors against its vacant posts with the Health and Family Welfare Ministry approval. The written tests of the applicants were taken in May 11 in 2018. According to the government service and recruitment rules, only three applicants can be selected against every vacant post through written tests. From the selected applicants, final candidates would be recruited after viva voce examination. But, the DGFP had published a list of 2,510 qualified applicants from their written test result in June 10 in 2018. After the result, the authority started taking viva voce of the qualified applicants from May 9 this year and it continued till July 14.
In the meantime, the Ministry gave its approval for recruiting 573 more family welfare inspectors on May 29 in 2018. As per the rules, the authority must publish another circular and take written tests.
But, the DGFP recruitment committee hasn't taken any steps to follow the legal procedure to fill up the vacancies. Rather, it took steps to recruit 573 inspectors from the applicants who applied before approval of the new posts.
According to the DGFP officials, the final list of qualified applicants has already been prepared. The final results of qualified employees can be published any day.
When contacted, DGFP's Director (Admin) Md Hemayet Hossain, also incumbent  Chairman of the recruitment committee, told this correspondent they are taking preparation to publish the result of the qualified applicants as the viva voce were completed one and half a month's ago.
The result and recruitment will be given following the legal procedures, he added.
Replying to a query if there is any scope of selecting candidates against any revenue sector posts without circular, Hemayet Hossain said, "I don't know about the terms of references (ToR) of the clearance that the Ministry had given. I have to see the ToRs. Everything will be done following the service rules and ToRs that the Ministry had given in the clearance."
Bangladesh Family Welfare Inspector Association President Mosammat Tohura Khanam, who served legal notices to the DGFP authority to recruit the employees following legal process stopping illegal steps, told this correspondent that Director (MCH-Services) of DGFP Dr Mohammad Sharif is responsible for the move to recruit the employees violating the service rules.
"The director is trying to recruit employees violating the rules in exchange of illegal benefits. A syndicate of DGFP led by Sharif has pocketed crores of taka from the candidates for giving jobs. Former chairman of the recruitment committee was also involved with him," she added.
When contacted, Dr Mohammad Sharif told this correspondent that he has no part to play in the recruitment process.
"I am not involved with the recruitment process. I look after the field level activities of the family planning workers. The admin wing of the DGFP knows everything about the recruitment process. It's their responsibility to find out if there is any fault," he added.
