Shamim’s firm fetched Tk 17,000cr work orders

Golam Kibria Shamim's firm GK Builders and Company (Pvt) Ltd managed to secure Tk 17,000 crore worth of tenders floated by the Public Works Department (PWD) and other government organization since 2009.
Shamim, a Jubo League leader of Dhaka South and a lawmaker are known to be three most influential contractors of the PWD and others.  
Shamim was placed on a 10-day remand in the cases filed under the Arms Act and Narcotics Control Act. In the first case the court granted Shamim five days of remand and another five days in the drugs related case in which he is the lone accused.
During interrogation Shamim confessed to the police that he managed to get all tenders floated by the government by paying large amount of money as commission to the authorities concerned.
A senior official of an investigation agency told the Daily Observer on Monday that during interrogation Shamim confessed that he managed to secure the tenders by bribing the authorities concerned.   
PWD and others introduced the online tendering system (e-tender) to facilitate public construction works process. An internet based process wherein the complete tendering process---from advertising to receiving and submitting tender-related information---are done online.
This enables firms to be more efficient as paper-based transactions are reduced or eliminated, facilitating a more speedy exchange of information.
However, e-tender system also created the possibility of manipulation. Surprisingly, Golam Kibria Shamim's firm GK Builders and Company (Pvt) Ltd has secured and already completed construction jobs worth Tk 11,000 crore while some 22 other construction projects remain in hand with a total allocation of around Tk 6,000 crore.
The recovered firearms from GK Shamim were allegedly used in extortion and tender manipulation," the RAB executive magistrate said during his arrest on Friday.
The Rapid Action Battalion or RAB has filed three cases against Shamim. His firm is currently engaged in the construction of the RAB headquarters, the Government Secretariat and several hospitals.
RAB seized about Tk 2 crore in cash, Tk 175 crore worth of fixed-deposit receipt or FDR savings, alcohol and firearms during the raid on his business in Dhaka's Niketan on Friday.
Shamim is known as an influential contractor in the neighbourhoods of Sabujbagh, Basabo and Motijheel.
The Awami League government has taken up several development projects under PWD and others. The ruling party is making rapid progress in terms of building the infrastructure. Such initiatives are significant for strengthening the infrastructural backbone of the country, sources said.
After the arrest of Shamim question has been raised about the quality of the construction of some of the large infrastructure projects, investigation sources said.  
One of the major reasons behind poor quality of these construction works is that the Public Works Department (PWD) and others is not involved in these constructions. These projects are mostly handled by private firms.
Shahadat Hossain, Chief Engineer (current charge) of PWD, said, "I did not agree to the allocation of about Tk 6,000 crore to the GK Builders and Company (Pvt) Ltd."    
"I will disclose the right amount after calculation," he added.
