Home Ministry asks PHQ not to give promotion, under pressure

The Police Headquarters (PHQ) has recently been asked not to give any promotion or transfer in police administration following the request or pressure from the political or administrative influential persons.
The instructions were given to Inspector General of Police (IGP) Dr Mohammad Jabed Patwary in a letter signed by the
Home Ministry's Public Safety Division's (PSD) Deputy Secretary (Police-3) Tahmina Begum, according to the Home Ministry sources.
The top boss of the PHQ has already received the letter and asked the officials concerned to follow the directives of the Home Ministry, the supervising authority of the police administration.
When contacted, PHQ Assistant Inspector General of Police (AIG-Media) Sohel Rana said they had received the letter. "Necessary steps have already been taken in this regards," he said.
He, however, denied elaborating the matters of the letter sent by the PSD of the Home Ministry.
According to the officials concerned at the PSD, in the letter they had asked the PHQ not to allow any promotion or transfer of any officers following any request or pressures from the political and administrative ends.
"In some cases, some police persons specially the Constables and Assistant Sub-Inspectors (ASIs) of different units start gathering in the PSD's concerned wing for promotion or transfer whenever it receives a proposal to open a new unit. They bring request letters from different senior officers or political persons. It hampers working environment of the office," it said.
It said that creation of a new post is a matter of public interest. The new posts are created to ensure public safety and discipline in the country. The authority should follow the legal procedures to give any promotion or transfer.
It's urgent to ensure promotion or posting of all members of all units of the force so that all members can get justice which will encourage everybody in giving their efforts to the service, it added.
In this situation, the authority must have to follow the rules or guidelines for promotion or posting of the police personnel in every units or districts. The authorities concerned are instructed to follow the directives after receiving the letter, it further added.
