Desperate Barcelona make final offer for Neymar

With less than two weeks until the transfer window shuts, the time has arrived for Barcelona to make a definitive move for Neymar.
The club's board met on Monday morning to run through various issues in the transfer market, but the topic of signing Neymar was the main point of discussion.
Now is the time to make key decisions. There's no margin for hesitation, this is the moment to act.
President Josep Maria Bartomeu was present in the meeting alongside Javier Bordas, Oscar Grau, Eric Abidal and Ramon Planes and they all came to the agreement of making an offer to Paris Saint-Germain to sign Neymar on loan with an obligatory option to buy next summer, reports Marca.
Barcelona don't have the funds to pay for Neymar this summer after spending almost 250 million euros on Antoine Griezmann, Frenkie de Jong, Neto and Junior Firpo.
The Catalan club's initial idea was to include players in the deal, but none of the current squad want to leave.
PSG had their eyes on Philippe Coutinho, but the Brazilian didn't want to move to Paris and has instead joined Bayern Munich on loan.
At a value of 100 million euros, any possible sale of Coutinho would've gone a long way to providing the money to pay for Neymar, but that hasn't come about.
Ivan Rakitic is another player that was tipped to be part of the Neymar deal, but the Croatian has no intention of leaving Barcelona at the moment and is wanted by Ernesto Valverde and his staff.
Since Barcelona failed to sign Matthijs de Ligt, Samuel Umtiti would rather stay at the Camp Nou. Nelson Semedo doesn't want to leave either.
The only player that could come into the equation is Ousmane Dembele, someone who is highly valued in the current market and plays in the same position as Neymar.
Unfortunately for Barcelona, Dembele's value doesn't come anywhere near matching the 150 million euros that Neymar is worth.
After all these negatives, Barcelona have decided to ask PSG to take Neymar on loan with an option to buy.
The LaLiga Santander champions are counting on their former player's desire to return to his old club, but the financial side of any deal to sign him is still proving the major stumbling block.
However, PSG are still demanding a fee for Neymar, which could be an advantage to teams like Real Madrid.
