Syndicate rules PWD

Several syndicates of unscrupulous contractors and musclemen rule the roost in the Public Works Department (PWD), the authority that arranges housing and office facilities for government officials.
Although members of the syndicates are wantonly making money with fake and forged documents by exerting pressure on the officials and employees or by greasing their palms, the high officials of the department are unconcerned.
Taking advantage of such silence, the syndicate is trying to influence the officials to approve their illegal documents or bills. Putting pressure they compel officials and employees to approve their fake and forged bills.
In this situation, officials and employees of the PWD are apprehending trouble in future if the authorities do not take measures to resist the syndicate immediately, according to the officials.
According to PWD sources, PWD Executive Engineer Jahangir Alam has recently identified and held three members of a syndicate and handed them over to the local police station. The apprehended are Anwar Hossain Manju, Moniruzzaman Manik and Abu Qaiyum Robi of the "Three Star International."
PWD officials and employees claimed that after taking measures against the syndicate, they are now feeling insecure as the three culprits have already come out from jail on bail and may try to take revenge soon. They demanded adequate personal security from the authorities concerned.
Jahangir Alam, who had floated a tender notification for procuring some services, told this correspondent that the incident has come to fore while he was examining some documents submitted with the quotations of the Three Star International.
The document shows that the company has withdrawn bills of some Tk 78.54 lakh against a work order under the Zone-4 of the authority for supplying electrical accessories. Executive Engineer of the Zone Najmun Nahar Hamida paid the bill against the work order.
When examined, Jahangir has come to know that the work order was given to supply electronic materials worth Tk 34.54 lakh. But against the work order, they tried to withdraw Tk 44 lakh by tempering the original documents. For their attempt to withdraw additional Tk 44 lakh, they were grilled and handed over to police.
The Executive Engineer has filed a case against the three frauds and handed them over to Shahbagh Police Station.
While talking to this correspondent, Jahangir claimed that the culprits had tried to hide the documents showing their muscle power, but failed. The official was now afraid that the culprits can create trouble for them after coming out on bail.
Not only the Three Star other syndicates in the name of contractors are also active in the Segunbagicha office of the PWD. They are earning crores of taka fraudulently.
There is no one to talk against them for their high connections, the PWD officials and employees claimed and added a large number of outsiders gather and gossip at the PWD officers' canteen making it difficult for the officers to avail the facilities of the canteen.
Sometimes these ruffians misbehave with the officials, mostly with the women officers, if they fail to get something done as per their desire. The officials and employees want the higher authorities to end this situation.
