Cabinet okays draft of Flag Vessel Act

The Cabinet on Monday approved the draft of Bangladeshi Flag Vessels (Protection) Act, 2019.
As per the draft bill at least 50 percent instead of present 40 per cent of the seaborne cargoes relating to the country's foreign trade will have to be carried by vessels of Bangladesh Shipping Corporation (BSC).
The approval was given at the regular weekly Cabinet meeting held at the Prime Minister's Office with Prime Minister Sheikh Hasina in the chair.
Earlier on January 28 this year, it approved the draft in principle to promote the state-owned water transport body to make its profitable and more effective.
After the meeting, Cabinet Secretary Mohammad Shafiul Alam briefed reporters about the outcome of the meeting in the Cabinet conference room at the secretariat.
"As per Article 3 of the draft bill, at least 50 percent of the seaborne cargoes relating to the country's foreign trade will have to be carried by vessels of Bangladesh Shipping Corporation (BSC), the Cabinet Secretary said.
He said the draft law was placed in the Cabinet for its final approval with the opinion of the Law Ministry as the existing Bangladesh Flag Vessels (Protection) Ordinance 1982 was promulgated during military regime, which was declared annulled by the Supreme Court.
The bill was drafted in Bangla following the existing ordinance issued in English, he added.
He also informed that the articles 6 and 7 of the ordinance were abolished in the draft law.
According to the article 8 of the draft bill, if any vessel carries goods violating the provision of the proposed law, the maximum Tk 5 lakh will be fined. But there is no provision of monetary punishment in the existing ordinance, he said.
