National Human Rights Commission's (NHRC) Chairman Kazi Reazul Hoque on Tuesday said the negligence of the police, administration and madrasa management is responsible for the death of Nusrat Jahan Rafi.
"The madrasa managing committee should have known about earlier complaints of sexual assault against principal Siraj-Ud- Doula," he said while presenting the findings of the commission's probe body that investigated Nusrat's murder.
"We questioned how he (Siraj-Ud-Doula) was appointed principal in spite of his notorious past," the NHRC chair said.
"The former officer-in-charge (OC) was also at fault for capturing videos of Nusrat while she was filing the complaint. He should be tried under the law and this should serve as a reminder that no one is above the law," the NHRC chairman said.
The commission also expressed hope that the trial of Nusrat murder case will be completed within a month like in previous cases of Rajon and Raquib.
On April 6, Nusrat, an Alim examinee, was set afire Sonagazi Islamia Senior Fazil Madrasa by a gang loyal to Principal Siraj Ud Doula of the madrasa as she refused to withdraw the sexual assault case against the principal.
After fighting for life for five days, Nusrat succumbed to her injuries at the Burn and Plastic Surgery Unit of Dhaka Medical College Hospital (DMCH) on the night of April 10.
