Emergency Obstetrics Care unit closed in Bauphal hospital

The Emergency Obstetrics Care (EOC) unit of the 51-beded Bauphal Upazila Health Complex has been closed for over a decade.

The section was closed several days after its opening due absence of gynecologist and anesthesiologist in the hospital.

The modern machinery of the EOC section are exposed to be inoperative for lack of proper use and maintenance.

In 2005, Japan's JICA project funded Bauphal Upazila Health Complex about Tk 50 lakh to set up the EOC department for the treatment of mother and child.

Local people became relieved at the introduction of the section. But, a few days later, the EOC department was closed, leaving maternity patients dependent on commercial clinics.

Every pregnant woman has to spend Tk 20 to Tk 30 thousand in the clinic for delivery through surgery (caesarean section). Whereas a C-section possible at only Tk 2 to Tk 3 thousand if the EOC department of the government hospital remains operational.

Moreover, there is dirty and life threatening environment in clinics. Due to dirty environment, most of the patients in the clinic become victim of infection. As a result, they have to stay in the clinic for 15 to 20 days, instead of 3 to 7 days.

Rabiul, a resident of Court Par area Kalaiya union proper, said after the operation of his wife in the local SEBA clinic, she had to stay in the clinic for nearly 20 days.

The clinic owners allegedly do not want gynecologist and anesthesiologists to get postings together at the Bauphal Health Complex. Even after a few days of their posting, anyone of the specialists is forced to be transferred tactically.

In the hospital, doctors advise mothers to go to commercial clinic for better delivery or C-section. After admission of the patient to the clinic, doctors receive commission of the bill for various medical tests. And for every patient in the case of operation, sender doctor gets Tk 4 thousand for every patient.

Brokers are active in and around the Bauphal Upazila Health Complex. When a maternity patient comes to the government hospital, they are taken to the commercial clinic through tricks alluring of various facilities. These brokers get commission of Tk 1 thousand from the clinic owner for each patient.

On condition of anonymity, a physician of the Bauphal Health Complex said that the EOC department of the Bauphal Health Complex has been closed for years for the interest of the clinic owners.

Baupal Upazila Health and Family Planning Officer Dr. PK Saha said, "I do not know whether the doctors have any contact with the clinic owners. But if I get Gynecologist and Anesthesiologist doctors then I can start the EOC department. If the government doctor is not available, then the EOC department can be started even with the assistance of private doctors."
