It is good news for all of us that despite of all controversial and confrontational situation in politics on the debate of many issues now all parties are engaged in the Election process declaring the candidates name by the concern party alliance and even individually.  Now for universal acceptance ruling party leader and Prime Minister Sheikh Hasina and opposition alliance leader Dr Kamal Hossain, we urge to come with forming a Universal Election Management Council (UEMC) through a joint agreement/statement may call as Memorandum of Understanding. As both specially already mentioned at last dialogue that further dialogue may happen, if needed I so based on that proposed UEMC may form for further building trust, decreasing cost and avoiding conflict keeping peace. Honourable Prime Minister Sheikh Hasina can be the more than ICON of the country and abroad.

The council shall work as an auxiliary strength to the Election Commission in its neutral, independent, transparent, strong and dynamic stance. It will play its supporting role for political parties, professional organizations, civil society organizations, NGO networks in cultivating democratic culture and behaviour towards good governance. If, on principle, decision is taken to constitute the Council, then there may be made further addition to it following detailed discussion among from Nation to Vote Centre level those concerned.

With a view to making national election smooth, universally acceptable and effective, the parties alliance shall constitute the Council with representatives of political parties, civil society, professionals' and mass media groups as well as interested individuals. This Council shall discharge its auxiliary responsibility to the Election Commission during electioneering, conduction of election, till announcement of results. This Council on principle will decide within a specific frame on what may be done by whom and where, according to party alliance and EC policy, and workable for implemention. That is candidates and supporters shall act according to their respective party and EC policy keeping ideal and stance remaining within the frame. The tenure of this council shall be one month prior to the date of holding election and three months post election  total 4 months  with dispute settlement, if any, vis--vis result. The dialogue time matters may be base, for forming Council to downwards for peace and congenial atmosphere.

The structure of the UEMC shall be of 4-tiers, viz: A. National Executive Committee, Chair: Chief, Present party in power political party (AL), Co-chair, Chief Immediate past party in power (BNP),  B. Constituency/upazila C. Union and D. Voting centre. Respective level officials of Election Commission; registered and election participant political parties, civil society, teachers, mass media representatives, professionals, businessmen, lawyers and NGO representatives shall be members of this council.

There will be three representatives from each political party/alliance  of respective level (i). Party President, (ii) Secretary and (iii) Organizing Secretary. There will be active secretarial coordination at 4 stages of this council management like: (a) voting/polling centre (b) union, (c) constituency, and (d) national. Subject to party approval allied party president may nominate any one in his/her place. 2. Respective level official of Election Commission shall discharge the responsibility of Secretary. 3. Member of Election Working Group (EWG) or representative of Bangladesh Manabadhikar Samonnoy Parishad (BMSP) or Election Commission enlisted observation Organization/NGO shall be the joint secretary.

Being ending of nominations in the respective constituency UEMC will hold primarily two meetings in each union under JS constituencies. The first is awareness building and preparatory meeting to place their respective manifesto. The venue of the meeting can be union parishad premises or any open congregation site/ground subject to discussion among the initiators. For both the meetings, all possible publicity steps including miking, drumming at union level shall be taken by the management council.
All candidates, irrespective of from party alliance or being independent should use poster of same colour and size, which the Election Commission has already initiated. Public meeting shall be held at each village, locality, union, congregation ground, growth centre. As such total of 10-15 meetings will be held in whole area. All candidates shall speak from the same rostrum of their respective promises and ideals from a some platform.

Election shall be easier on reduction of election expenses. It will diminish the influence of black money holders. As a result it will be easier for honest, good and competent candidates to be voted. To minimize the expenses  UEMC shall administer the expenses for their own ethical interest sharing by the each candidate. To make the election of the 11th National Sangsad acceptable let both big alliance to come together to: a) constitute UEMC from grassroots to national level; b) make the built-in system Election Commission independent and strong; c) create ideal political culture through constitution of UEMC.

On 10th April 2008 the election of Constituent Assembly of Nepal while Mr. Bhojraj Pokharel the Chief Election Commissioner took strong hand due to `all political parties including the Maoist assured of participating in the poll and election been held in peaceful atmosphere. In fact, that reality is going to happen on ground with all good wishes and commitment of all Political Parties  specially  Prime Minister's stronger role to make the election to be held having plain level field for all with active participation of all political parties/alliance in our country shall also possible to run  a smooth and fair election. To take forward the UEMC in the process, we urge the concern leaders like Honorable Prime Minister Sheikh Hasina and Dr Kamal Hossain to play their promotional role. Chief Election Commissioner may act as match maker.
