Sufferings of BCS economic cadres linger on

Avoidable delays in merging the economic cadres of the Bangladesh Civil Service (BCS) with the BCS admin cadres prolongs the sufferings and deprivation for the economic cadres in getting promotion , selection grade and enrollment as a prioritized officials of the civil bureaucracy.
However, the entire merger process is taking unnecessarily lengthy as a section of admin cadre officers are opposing the merger, the officials concernd claimed, adding that if the process takes enough too much time, the entire development process of the government would be hampered.
The officials of the economic cadre, usually works as section chief, prepare drafts of development programmes and projects of the ministries and divisions. As a result, they are considered as the 'key officials' of the government.
However, although the officials of admin cadre and some other cadres get promotions and many other facilities, the officials of economic cadre officers are usually deprived from government facilities. As the admin cadre officials head all committees regarding promotions and other facilities, they get much.
Meanwhile, the economic cadre officials get very poor facilities including promotions, despite playing vital roles for the government. In this situation, the economic cadre officials demanded for merging with the admin cadre as they have to mostly operate with admin officials.
On the topic of the dilemma of economic cadre officials, government officials say that the Public Administration Ministry has decided to merge the cadre with admin cadre. But, the initiative takes longer due to resistance from various ends. Finally, the proposal was cleared by the Secretarial Committee on Administrative Reform (SCAR) with the consent of the two cadres.
After getting the clearance, the proposal was sent to the Prime Minister's Office (PMO) for the Premier's approval. Although the PM wants the merger, a section of admin officials are still opposing the proposal. As a result, the proposal remains stuck at the PMO.
When contacted, BCS Economic Association's General Secretary Afroza Moazzem told this correspondent that they are waiting for the much-awaiting merger of the two cadres as economic cadre officials want to be free from the longstanding dispute being deprived from availing equal facilities as the admin cadres.
"We thought that they process would be completed shortly after the approval of the secretarial committee. But, it was stuck again. We hope that the merger process would be implemented soon," Afroza, the leader of 532 officials of the economic cadres, said.
PA Ministry's Senior Secretary Dr. Mozammel Haque Khan told this correspondent that the decision would be implemented immediately after getting the approval of the PM. Once the decision of merging the two cadres are implemented, the discriminations would also be resolved.
