Padma Bridge Chronology

*    The first feasibility study was done by the then Awami League government in 1998-99 at own finance
*    In 2009 the AL government in 14th day of its taking power passed the consultant appointing proposal in its Cabinet meeting
*    The first primary design was completed in 2010 and the Bridge Division invited the first tender documents and 11 parties submitted their prequalification tender documents on June 8.
*    The evaluation committee selected five out of eleven as prequalified parties and was sent to the World Bank's NOC (Non Objection Certificate) consent on July 20, 2010.
*    The World Bank did not provide their NOC and even they forwarded the documents to the Bridge Division for new prequalification tendering on October 10, 2010.
*    On October 11, 2010 the Bridge Division invited new prequalification papers and submitted to the World Bank (WB) and the bank provided their NOC on the second time bidders on July 1, 2011.
*    Regarding the Main Component the Bridge Division submitted Bid Documents to the lending agency (WB) on July 2011 but the bank did not provide their consent on the bidders.
*    The World Bank cancelled financing agreement on September 2011.
*    The loan agreement signing with the development partners: (a)World Bank on April 28, 2011 (b) Japan International Cooperation Agency (JICA) on  May 18, 2011 (c) International Development Bank (IDB) on May 24, 2011 (d) Asian Development Bank (ADB) on June 6, 2011.
*    All the above development partners followed the WB and they also cancelled their loan agreements.
*    Later the Awami League government had decided to finance the project from its own fund and on June 26, 2013 and the bid documents of the main component were issued to the prequalified contractor.
*   On January 9, 2014 three international parties submitted their documents. The companies are: China Major Bridge Engineering Co Ltd (MBEC), Daelim-L&T JV and Samsung C&T Corporation.
*    Among the companies only  China Major Bridge Engineering Co Ltd submitted their financial documents on April 24, 2014 showing the main component construction costs at Tk121.33 billion.
*    The tendering evaluation committee after evaluating the financial statements has offered the Chinese company to lower their costs by 12. 62 per cent.
*    After a series of negotiations the Cabinet discussed the Chinese company's offer in its meeting on May 22, 2014 and on May 29, 2014 the Tk121.33 billion project cost for main component was approved.       
*    The MBEC was given work order on November 26, 2014 after signing an agreement between the government and the MBEC.
*    The work order was given to construct the main component in 48 months duration that is from November 2014 to November 2018.
*    As per estimation the overall physical progress till 30 November, 2015 was 27 per cent and the main bridge progress was 16 per cent.
*    Sino Hydro Corporation Ltd another Chinese company is working for the river training works and their progress is 11 per cent.
*    Abdul Monem Ltd a local company in joint venture with Malaysian HCM is working for the approach roads and service sites.
